nexxo 4e86e135a6 fix(admin): harden impersonation + datacenter code per Codex review 
- normalize datacenter code before uniqueness validation
- ensureUser: race-safe create + refuse linking admin accounts
- impersonate start/leave are POST (CSRF-protected)
